CITY OF SOUTHSIDE

The City Council of the City of Southside convened in regular public session at the Southside city hall on Tuesday, April 11, 2023. Mayor Dana Snyder called the meeting to order at 5:48 p.m., with John Hatley leading in prayer.
The following council members were present: Mayor Dana Snyder, Council Members: John Hatley, Joseph Hutchins, Genny Ball, and Keith Clay. Councilman Don Steward was not present. With a quorum being present, the meeting was opened for the transaction of business.
Mayor Snyder inquired of the council if there were any corrections or additions to the council minutes from the meeting held on February 28,2023.A motion was made by Keith Clay to approve the minutes as presented. A second of the motion to approve was made by Joseph Hutchins. Roll call vote: All ayes. The mayor declared the motion carried unanimously.
Genny Ball made a motion to make the rate of pay for a part-time nuisance employee $15.00/hr.
The motion was seconded by Keith Clay. Roll call vote was all ayes. The mayor declared the motion carried unanimously.
A resolution was presented authorizing Mayor Snyder to enter into an agreement with Goodwyn, Mills, & Cawood for Design and development of gateway signage at four (4) locations entering the city for the amount of $29,000. This would cover the signage plans and details: material plans, layout plans, grading and spot elevations (as needed), details and specifications for signage, structural detailing as needed, landscape plans, and electrical plans. After more discussion from the mayor and council about possibly getting comparison quotes from other consultants, a motion to approve was made by Joseph Hutchins, a second of the motion to approve was made by Genny Ball. Roll call vote: 3 ayes, 2 nays, Mayor Dana Snyder declared the motion carried.
Mayor Snyder presented a resolution authorizing the purchase of a John Deere 6110M Cab Tractor for the Public Works Dept. for the amount of $100,811.37 from the state bid list. A motion to approve was made by Joseph Hutchins, a second of the motion was made by Genny Ball. Roll call vote: all ayes, Mayor Dana Snyder declared the motion carried unanimously.
A resolution was also presented authorizing the purchase of a 50” mid-mount boom mower for the Public Works Department in the amount of $76,239,74. A motion to approve was made by Joseph Hutchins, a second of the motion was made by John Hatley. Roll call vote: all ayes, The mayor declared the motion carried unanimously.
A resolution was presented to declare surplus to the needs of the city: Hobart Welder handler 240, Miller Thunderbolt AD /DC arc welder, Haler Plate Compactor C90T, Plate Compactor and Delta Drill Press. These items are at the City Shop, outdated and unusable. A motion to approve was made by Joseph Hutchins, a second of the motion was made by John Hatley. Roll call vote: all ayes, Mayor Snyder declared the motion carried unanimously
A resolution was presented appointing Mayor Dana Snyder as a voting delegate for the ALM Convention in May 2023.Councilwoman Genny Ball will serve as first alternate, and Councilman Joseph Hutchins will be second alternate. A motion to approve was made by Genny Ball, a second of the motion was made by Joseph Hutchins. Roll call vote: all ayes, the mayor declared the motion carried unanimously.
Mayor Snyder presented a resolution to re-appoint Colonel Joe Creel to the Southside Water and Sewer Board. A motion to approve was made by Keith Clay, the second of the motion was made by John Hatley. Roll call vote: all ayes, the mayor declared the motion carried unanimously.
A motion was presented authorizing a public hearing on April 25,2023 for the proposed economic development agreement between the City of Southside and Southside Hardware and Power Equipment Company, LLC. A motion to approve was made by Joseph Hutchins, a second of the motion was made by Genny Ball. Roll call vote: all ayes, the mayor declared the motion carried unanimously.
A resolution was presented entering into an agreement with Donald Sewell Farms for leasing of 35.94 acres of property for commodity planting and harvesting. A motion to approve was made by Genny Ball. The motion was seconded by John Hatley. Roll call vote: all ayes, the mayor declared the motion carried unanimously.
Mayor Snyder presented a resolution to create one full-time non-funded patrolman position for the Southside Police Department. The 2023 COPS Hiring Program Grant (CHP) would provide funding for 75% of the additional patrolman’s salary with 25% funded by the city for three (3) years, after which, the salary becomes the responsibility of the city. A motion to approve was made by Keith Clay, a second of the motion was made by John Hatley. Roll call vote: all ayes, the mayor declared the motion carried unanimously.
A resolution was presented to enter into an agreement with Karl Kalbacher and Associates, LLC for writing the 2023 COPS Grant application. The motion to approve was made by John Hatley, a second of the motion was made by Joseph Hutchins. Roll call vote: all ayes. Mayor Snyder declared the motion carried unanimously.
A resolution was presented to authorize Chief Blake Ragsdale to apply for and accept if awarded the 2023 COPS grant. A motion to approve was made by John Hatley, a second of that motion was made by Joseph Hutchins. Roll call vote: all ayes. The mayor declared the motion carried unanimously.
Mayor Snyder presented a resolution amending the moratorium on new commercial storage buildings or facilities in the city. This would allow current facility owners to construct one (1) new building on their existing property, and would extend the moratorium ninety (90) days. A motion to approve was made by Joseph Hutchins, the motion was seconded by Genny Ball. Roll call vote: all ayes. The mayor declared the motion carried unanimously.
Mayor Snyder made the statement that a motion was needed for her to submit information for consideration for the Challenger Center to be located in Southside. Governor Kay Ivey has earmarked 8.5 million dollars for construction and $350,000. for operational costs. It is estimated that the center will serve an estimated 32 thousand students on average. A motion to allow Mayor Snyder to submit was made by Keith Clay, and the motion was seconded by Joseph Hutchins. Roll call vote was all ayes, and the mayor declare the vote unanimous.
The following announcements were made by Mayor Snyder:
• The next Planning Commission meeting is scheduled for May 8, 2023 beginning at 6:00 p.m. in the council chambers at Southside City Hall.
• The next City Council meeting will be held April 25, 2023 at 4:00 p.m. in the council chambers at Southside City Hall.
• Movie Night: Saturday, April 22nd, 7 p.m. @ Southside Landing
• Southside Craft and Food Fest: Saturday, May 6, 9 a.m.-3p.m.
With there being no further business to discuss, a motion was made by Genny Ball to adjourn at 6:07 p.m., with a second of the motion cast by Joseph Hutchins. Meeting was adjourned at 6:07 p.m.
