The City Council of the City of Southside convened in a special-called meeting in Council Chambers at City of Southside City Hall on Tuesday, March 19, 2024. Prior notice of this meeting was given in compliance with Resolution No. 0-035-2005 of the City of Southside, Alabama and the Alabama Open Meetings Act. Mayor Dana Snyder called the meeting to order at 9:04 a.m., with only one agenda item, the council decided to forego the prayer and pledge.

The following council members were present: Mayor Dana Snyder, Council Members: John Hatley, Don Steward, Keith Clay, Danny Garnett and Joseph Hutchins.

Mayor Snyder opened the special-called meeting by thanking everyone for making themselves available to attend. She stated that since the last council meeting on March 7, 2024, everyone had received the contract from ACES (Alabama Construction Engineering Services, LLC) under the direction of Kevin L Ashley for quality assurance services related to the 2024 street paving project, currently beginning in the City of Southside. The contract fee is for ACES is 3.5% of the total project cost, or $41,118. This fee would be paid out of the general fund’s paving account. Mayor Snyder stated that it is a necessity to have an engineer oversee a paving project of this size, to stay on top of quality issues and adherence to specifications. Councilman Steward agreed, and cited the fact that Mr. Ashley’s being involved, and his diligence in the last paving project in 2022, had enabled the city to hold the paving company responsible for work left undone, as well as work not up to specification. This allowed the city to hold the retainer amount from the previous pavers. Councilman Garnett stated that engineering oversight was absolutely necessary. There was also discussion of necessity of engineer oversight in regard to knowledge of use of testing equipment for the project.

Danny Garnett made a motion to approve the Resolution accepting the contract for ACES to oversee the 2024 paving project. Don Steward provided a second. Roll Call Vote was ALL AYES. The motion carried.

The next Planning Commission Meeting is scheduled for March 11, 2024 beginning at 6:00 P.M. in council chambers at City of Southside City Hall.

The Next City Council Meeting will be held Tuesday, March 26, 2024 at 5:00 P.M. in council chambers at the City of Southside City Hall. This is the first meeting with the newly amended start time.

With no other business to discuss the mayor asked if there was a motion to dismiss. Don Steward made the motion to dismiss. Keith Clay seconded the motion. The meeting adjourned at 9:14 a.m.
