The City Council of the City of Southside convened in a regular meeting in Council Chambers at City of Southside City Hall on Tuesday, October 8, 2024. Prior notice of this meeting was given in compliance with Resolution No. 0-035-2005 of the City of Southside, Alabama, and the Alabama Open Meetings Act. Mayor Dana Snyder called the meeting to order at 5:00 p.m., with Councilman Danny Garnett leading in prayer.

The following council members were present: Mayor Dana Snyder, Council Members: John Hatley, Keith Clay, Danny Garnett, and Joesph Hutchins. Don Steward was not in attendance. With a quorum being present, the meeting was opened for the transaction of business.

Mayor Snyder asked the council if there were any corrections or additions to the minutes for the regular council meeting held on September 24, 2024. Keith Clay made a motion to approve the minutes, Danny Garnett provided a second. The Roll Call Vote was ALL AYES. The motion carried.

Mayor Snyder then Recognized Josh Alverson and Annette Kitchens, who had requested to be on the council agenda. They are the proprietors of A. J.’s Bar and Grill, due to open in December. Mr. Alverson and Ms. Kitchens had requested to be on the agenda to give the council a progress update, and request the consideration for a possible tax abatement incentive for the new business at the suggestion from their CPA. The mayor thanked them for their attendance and request, and stated that the council would take the request under consideration and let them know.

A Resolution was presented to approve the creation of a full-time library director. The mayor stated that this was approved in the FY 2024-2025 operating budget, and cited the increased activity and events at the library as the catalyst. The library manager has previously been a part time position. Joseph Hutchins made a motion to approve the Resolution. Keith Clay provided a second. The roll call vote was ALL AYES. The Resolution was approved.

A Resolution was presented to approve the purchase of a Bobcat 25 PH Auger Drive Unit, an Auger Mounting Frame Kit, a 9” Single Flight Standard Duty Bit, A 6” Single Flight Standard Duty Bit, and a 12” Single Flight Standard Duty Bit for use in the Public Works Department for a total cost of $ 4,717.00, to be funded by an Etowah County Community Development Grant. Danny Garnett made a motion to approve the Resolution. Keith Clay provided the second. The roll Call Vote was ALL AYES. The Resolution was approved.

Mayor Snyder then called the scheduled public hearing regarding the adoption of the 2021 building codes open at 5:07 P.M. She stated that the city is currently operating under the 2015 codes, and she stated that ISO requires the operating codes to be no more than 5 years old. The mayor then addressed the audience, inquiring if anyone had anything to add or ask about the codes. She recognized building and zoning official, Judd Rich who explained that this adoption was merely to keep the city up to date, and that there had been good feedback both from residents and council members relative to the new codes. The mayor explained that the council had taken the portion of the new gas codes prohibiting commercial appliances in residential structures out of the version to be approved for adoption. Mayor Snyder then asked the council if anyone had any more discussion. They did not. The public hearing was closed at 5:09 P.M.

The Ordinance to adopt the 2021 building codes (with omission) was presented. Keith Clay made a motion to approve the Ordinance approving the adoption of the new building codes. Joseph Hutchins provided a second. The Ordinance was adopted.

A Resolution was presented to approve Cindy Beshears to attend the 2024 Municipal Clerk’s Conference, November 19-22 in Orange Beach Al. The mayor stated that this conference is for election training. Keith Clay made a motion to approve the Resolution. Joseph Hutchins made the second. The roll call vote was ALL AYES. The Resolution was approved.

A Resolution was presented to approve Nickie Pylant to attend the 2024 Municipal Clerk’s Conference, November 19-22 in Orange Beach Al. The mayor stated that this conference is for election training. Danny Garnett made a motion to approve the Resolution. Joseph Hutchins made the second. The roll call vote was ALL AYES. The Resolution was approved.

A Resolution was presented to approve the application, acceptance and administration of the 2025 LETS Traffic Safety Grant through ADECA by either the mayor or Chief of Police. This is a grant that the city has been awarded multiple times, and is used to reimburse overtime for additional traffic patrol in the city. Danny Garnett made a motion to approve the Resolution. Joseph Hutchins provided a second. Roll call vote was ALL AYES. The Resolution was approved

A Resolution was presented to approve Macy Winningham to attend the 2024 Fall Revenue Officer’s 200 Level Training Institute via Zoom, October 16-18. Joseph Hutchins made a motion to approve the Resolution. Keith Clay made the second. The roll call vote was ALL AYES. The Resolution was approved.

An Ordinance was presented to approve use of Etowah County-Designated electronic vote counting machines in the upcoming 2024 municipal elections, and to utilize the same machines as Etowah County in all pursuant elections. Joseph Hutchins made a motion to suspend the council rules and consider the Ordinance immediately, Keith Clay provided a second. The Roll Call Vote was ALL AYES. The Ordinance was presented for consideration.

Joseph Hutchins made a motion to approve the Ordinance to approve Electronic Voting Machines used by Etowah County. Keith Clay provided a second. The Ordinance was adopted.

Mayor Snyder then opened the floor to anyone in attendance for comments or questions. She recognized Mr. Dan Childs, and asked him to come forward to a microphone. Mr. Childs addressed the Mayor, Council and Citizens to thank the people of the City of Southside, Rainbow City, and all across Etowah County for all their donations and contributions to aid hurricane affected areas of the southeast, which were being collected at Southside Baptist Church. He stated that the Church would still be collecting until Thursday. The mayor thanked Mr. Childs and all the people working diligently to provide assistance to the states and communities in need.

The mayor then asked the council for their comments.

The next council meeting is October 22, 2024 at 5:00 in council chambers at City of Southside City Hall.

The next planning commission meeting is scheduled for October 14 at 6:00 p.m. in council chambers at city hall

Joseph Hutchins then made a motion to adjourn, Keith Clay provided a second. The meeting adjourned at 5:38 P.M.
