Council Meeting Minutes 10-28-2025

 CITY OF SOUTHSIDE

COUNTY OF ETOWAH

STATE OF ALABAMA

The City Council of the City of Southside convened in a regular meeting in Council Chambers at City Hall on Tuesday, October 28, 2025. Prior notice of this meeting was given in compliance with Resolution No. 0-035-2005 of the City of Southside, Alabama, and the Alabama Open Meetings Act. Mayor pro Tem Don Steward called the meeting to order at 5:00 p.m., with Councilman Danny Garnett leading the prayer.

The following were present: Council Members: Keith Clay, Don Steward, Joseph Hutchins, Danny Garnett, and John Hatley. Mayor Dana Snyder was not in attendance. With a quorum present, the meeting was called to order for business transactions.

Councilman Steward then asked the council if there were any corrections or additions to the minutes for the regular council meeting held on October 14, 2025, and if not, was there a motion to suspend the reading of the minutes and vote to approve them. Danny Garnett motioned to approve the minutes, and Joseph Hutchins seconded the motion. The Roll Call Vote was ALL AYES. The minutes were approved.

The Council then entered its work session:

Councilman Steward stated that the only item on tonight’s work session agenda was a request from Fire Chief Wade Buckner regarding the surplus and donation of the outdated Rescue One boat. Chief Buckner was recognized to address the council and stated that this was one of the original models of rescue boats from the 1990s. He stated that he had reached out to other neighboring agencies to see if any were interested in purchasing the boat, and none showed any interest due to the age of the boat. He asked the council to agree to donate the boat to Coosa Riverkeeper, which is a 501(c) (3) organization that exists for the public purpose of maintaining and monitoring the Coosa River for improvement of water quality, swim safety, and habitat protection.  Mr. Richard Rybka from Coosa Riverkeeper was in attendance and thanked the council for its consideration of the matter. The council discussed this request and decided to add this item to the New Business portion of the council agenda.

Old Business:

A Resolution was presented to amend Resolution 0-071-2025, which was passed at the October 14, 2025, council meeting. The Resolution was an approval to purchase a 2025 model Ford F4501 Super Cab 4X4 for the Fire Department for $65,677.00. Chief Buckner was recognized again and explained that when he tried to order the truck, there was no availability of the 2025 model, and they would have to order a 2026 model, which would increase the price to $66,107, an increase of $430.00.  Joseph Hutchins made a motion to approve the Resolution to amend the original Resolution to purchase. Keith Clay seconded the motion. The Roll Call Vote was ALL AYES. The Resolution was approved.

New Business:

Surplus of the Rescue Boat and its donation to the Coosa Riverkeeper 501 © (3) organization for the public purpose of maintaining and monitoring the Coosa River for improvement of water quality, swim safety, and habitat protection was next, added from the work session. Joseph Hutchins made a motion to approve the Resolutions for surplus and donation, and Keith Clay provided the second. The Roll Call Vote was ALL AYES. The Resolution was approved.

The Mayor Pro Tem then asked if anyone in attendance had anything to add.

No-one did

He then asked each council member if they had anything to add:

Keith Clay: NO

John Hatley: NO

Don Steward:  Requested a Prayer for good test results on Thursday

Joseph Hutchins: NO

Danny Garnett: NO

Councilman Steward then made the following announcements:

• The Organizational Meeting for the New Administration will be held on November 3, 2025, at 5:00 P.M. in the Auditorium at Southside High School

• The next Regular City Council Meeting is now scheduled for WEDNESDAY, November 12, 2025, at 5:00 p.m. in Council Chambers at City of Southside City Hall (Due to Veterans Day Holiday)

• The next Planning Commission meeting scheduled for November 10, 2025, beginning at 6:00 pm in Council Chambers at the City of Southside City Hall has been cancelled due to a Lack of an agenda.

Joseph Hutchins made a motion to adjourn. Keith Clay provided a second. The meeting was adjourned at 5:09
