CITY OF SOUTHSIDE

The City Council of the City of Southside convened in a regular meeting in Council Chambers at City of Southside City Hall on Tuesday, July 9, 2024. Prior notice of this meeting was given in compliance with Resolution No. 0-035-2005 of the City of Southside, Alabama, and the Alabama Open Meetings Act. Mayor Dana Snyder, called the meeting to order at 5:00 p.m., with Councilman John Hatley leading in prayer.
The following council members were present: Mayor Dana Snyder, Mayor Pro-Tempore Don Steward, Council Members: Keith Clay, Danny Garnett, Joesph Hutchins and John Hatley. With a quorum being present, the meeting was opened for the transaction of business.
Mayor Snyder inquired of the council if there were any corrections or additions to the minutes for the regular council meeting held on June 25, 2024. A motion was made by Don Steward to approve the minutes as presented. A second of the motion to approve was made by Keith Clay. Roll call vote: ALL AYES. The motion carried unanimously.
Mayor Synder recognized Chief Jarrett Williams who presented Officer Jake Bell as Officer of the Quarter for his accomplishments with the Southside Police Department. Investigators Zack Burrage and Investigator Eric Hawkins also received a Unit Citation Award. Chief Williams also reviewed monthly reports from the Police Department to the Council.
Mayor Synder introduced Ms. Allison Heald with Southside High Schools FFA per request to be on the agenda. Mr. Heald announced the FFAs sponsored Farmers Market on Saturday, July 13, 2024 from 9 a.m to 11 a.m. She also requested that the Council provide sponsorship for the 97th National FFA Convention & Expo in October, 2024. The council members agreed to a $1,000.00 sponsorship which is currently budgeted for. A motion was made by Don Steward to approve the sponsorship. Keith Clay seconded the motion. The roll call vote was ALL AYES. The motion carried.
Mayor Synder introduced Ms. Kim Mintz, a Rainbow Middle School Cheerleaders per request to be on the agenda. Ms. Mintz requested that the Council sponsor their All Star Cheer Competition at Walt Disney World in Orlando, FL. There are three students who need sponsorships being $2,000.00 per student. This sponsorship is currently not budgeted for. No motion by the council was made.
A Resolution was presented to authorize an agreement for parking lot striping included in the 2024 Paving Project. This project includes the parking lot beside Southside Community Center/Library, and adjacent to the Southside High School Field House. This project shall be awarded to Alabama Grading & Excavation, LLC in the amount of $14,7000.00. A motion was made by Don Steward to approve the Resolution. Keith Clay provided the second. The roll call vote was ALL AYES. The motion carried.
A Sponsorship Request was presented to the Council by Southside High School Wresting for the 35th Annual Julie Diener 5K. Discussion was made regarding the yearly sponsorship previously given to Southside High School Athletics. With this sponsorship request not being included in the current budget, no motion was made.
A Proposal to stream Council Work Sessions was made by Keith Clay. Discussion was made for the pros and cons of streaming Work Sessions followed by ideas to accommodate current complaints from the public. Agreement was made to add this Proposal into a Resolution to be voted on at the next council meeting.
A Resolution was present to authorize the clerk to let out bids on for triangle sails (shades) and their installation at the Southside Landing Playground. This purchase shall be funded through ARPA Funds. Joseph Hutchins made a motion to approve the Resolution. Don Steward provided the second. The roll call vote was ALL AYES. The motion carried.
Mayor Synder asked each council member individually if they had anything to add:
Councilman Keith Clay requested that a Resolution be made to live stream work sessions and that it be added to the next council meeting agenda. Councilman Joesph Hutchins requested to add the discussion of the Rainbow City Cheer Sponsorship be discussed at the next work session held on July 16, 2024. Councilman Danny Garnett inquired about the Public Works new Dump Truck which will be delivered in the upcoming weeks.
The next Work Session is scheduled for July 16, 2024 at 1:00 P.M. in Council Chambers at City Hall.
The next City Council meeting is scheduled for July 23, 2024 in council chambers at City of
Southside City Hall.
The next Planning Commission Meeting is scheduled for August 12, 2024 at 6 P.M. in Council Chambers at City Hall.
With no other business to discuss, Mayor Snyder asked if there was a motion to dismiss, Don Steward made the motion to adjourn. Keith Clay seconded the motion. The meeting adjourned at 5:45 p.m.
