CITY OF SOUTHSIDE

COUNTY OF ETOWAH

STATE OF ALABAMA

The City Council of the City of Southside convened in regular public session at Southside city hall on February 28, 2023. Mayor Dana Snyder called the meeting to order at 4:00 p.m. with Don Steward leading the prayer.

The following members were present:  Mayor Dana Snyder, Council Members; Genny Ball, Keith Clay, Joseph Hutchins, Don Steward. With a quorum being present, the meeting was opened for the transaction of business.

Councilman Don Steward led the invocation, and Mayor Snyder led the Pledge of Allegiance to the United States of America.

The council recessed into a work session at 4:02 pm. Immediately following the work session, the council meeting reconvened at 5:16 p.m.

Mayor Dana Snyder inquired of the council if there were any corrections or additions to the council minutes from the meeting held on February 14, 2023. A motion was made by Councilman Joseph Hutchins to approve the minutes of February 14,2023 as presented.  A second of the motion to approve was made by Councilman Don Steward. Roll call vote: all ayes. Mayor Dana Snyder declared the motion carried unanimously.

Mayor Dana Snyder made a motion to approve a Resolution opposing the Occupational tax cut presented by Senator Andrew Jones. A second of the motion was made by Councilman Don Steward. Roll call vote: 4 ayes, 2 nays. Mayor Dana Snyder declared the motion carried.

There was a resolution for lobbying services on the agenda, no motion was carried therefore it is declared dead.

Councilman Joseph Hutchins made a motion to approve a resolution to apply for, accept, and manage the Alabama Recycling Fund Grant. A second of the motion was made by councilwoman Genny Ball. Roll call vote: all ayes. Mayor Dana Snyder declared the motion carried unanimously.

Councilwoman Genny Ball made a motion to approve a resolution enter in a memorandum of understanding (MOU) with Rainbow City for the recycling program. A second of the motion was made by Councilman Don Steward. Roll call vote: all ayes. Mayor Dana Snyder declared the motion carried unanimously.

Councilman Don Steward made a motion authorizing payment of the fair trial tax to the public defender through the City of Southside instead of sending the funds directly to the state for dispersement. A second of the motion was made by Councilman Joseph Hutchins. Roll call vote: four ayes, one nay. Mayor Dana Snyder declared the motion carried unanimously.

 

Councilman Joseph Hutchins made a motion to amend the Pretrial Diversion Ordinance and increase the amount to a flat fee of $1000.00 regardless of the offense. A second of the motion was made by Councilman Don Steward. Roll call vote: four ayes, one nay. Mayor Dana Snyder declared the motion carried unanimously.

With there being no further business to discuss a motion was made by Councilwoman Genny Ball to adjourn, motion was seconded by Councilman Keith Clay, meeting adjourned at 5:32 p.m.
