CITY OF SOUTHSIDE
COUNTY OF ETOWAH
STATE OF ALABAMA
The City Council of the City of Southside convened in regular public session at Southside city hall on December 13, 2022. Mayor Dana Snyder called the meeting to order at 4:00 p.m. with Joseph Hutchins leading the prayer.
The following members were present: Mayor Dana Snyder, Council Members; Joseph Hutchins, Keith Clay, Don Steward, and John Hatley. Councilwoman Genny Ball was absent. With a quorum being present, the meeting was opened for the transaction of business.
Councilman Joseph Hutchins led the invocation, and Mayor Snyder led the Pledge of Allegiance to the United States of America.
The council recessed into a work session at 4:02 pm. Immediately following the work session, the council meeting reconvened at 4:48 p.m.
Mayor Dana Snyder inquired of the council if there were any corrections or additions to the council minutes from the meeting held on November 22, 2022. A motion was made by Councilman Joseph Hutchins to approve the minutes of November 22, 2022 as presented. A second of the motion to approve was made by Councilman Keith Clay. Roll call vote: all ayes. Mayor Dana Snyder declared the motion carried unanimously.
Mayor Dana Snyder inquired of the council if there were any corrections or additions to the council minutes from the special called meeting held on December 6, 2022. A motion was made by Councilman Joseph Hutchins to approve the minutes of December 6, 2022 as presented. A second of the motion to approve was made by Councilman Keith Clay. Roll call vote: all ayes. Mayor Dana Snyder declared the motion carried unanimously.
Laura Durbin from CED Mental Health spoke in reference to the Youth Prevention Conference held on January 24, 2022.
A public hearing was opened for discussion vacating ROW of Prince Circle/Prince Drive.
Councilman Joseph Hutchins made a motion to suspend the reading and approve the vacating of right-of-way. A second of a motion was made by Councilman Don Steward. Roll Call vote; all ayes. Mayor Dana Snyder declared the motion carried unanimously.
Councilman Joseph Hutchins made a motion to vacate the ROW of the property at Prince Circle/Prince Drive. A second of a motion was made by Councilman Don Steward. Roll call vote; all ayes. Mayor Dana Snyder declared the motion carried unanimously.
Councilman Joseph Hutchins made a motion to appoint Michelle Atkins to the Planning Commission Board replacing Jane Herb for the remainder of her term ending on 09-10-2024. Councilman Don Steward made a motion to approve a general obligation warrant for purchase of the property on Hwy 77 between the bridges (Burton Property). A second of a motion was made by Joseph Hutchins. Roll call vote: all ayes. The mayor declared the motion carried unanimously.
Councilman Don Steward made a motion to surplus one 2022 Chevy Silverado V8 pick-up truck from the Police Dept. A second of a motion was made by Joseph Hutchins. Roll call vote: all ayes. The mayor declared the motion carried unanimously.
Councilman Joseph Hutchins made a motion to surplus one 2021 Chevrolet Tahoe from the Fire Dept. A second of a motion was made by Keith Clay. Roll call vote: all ayes. The mayor declared the motion carried unanimously.
Councilman John Hatley made a motion to give each full-time employee a $200 one time raise, and each part-time employee a $100 one time raise. A second of a motion was made by councilman Don Steward. Roll call vote: all ayes. The mayor declared the motion carried unanimously.
With there being no further business to discuss a motion was made by Councilman Joseph Hutchins to adjourn, motion was seconded by Councilman Don Steward, meeting adjourned at 5:12 p.m.
