The City Council of the City of Southside convened in regular public session in Council Chambers at City of Southside City Hall on Thursday, March 7, 2024. Prior notice of this meeting was given in compliance with Resolution No. 0-035-2005 of the City of Southside, Alabama and the Alabama Open Meetings Act. Mayor Dana Snyder called the meeting to order at 3:59 p.m., with Don Steward leading in prayer.

The following council members were present: Mayor Dana Snyder, Council Members: Don Steward, Keith Clay, Danny Garnett and Joseph Hutchins, Councilman John Hatley was not present. With a quorum being present, the meeting was opened for the transaction of business. The council recessed into the work session at 4:01 p.m.

Mayor Snyder inquired of the council if there were any corrections or additions to the minutes from the regular council meeting held on February 27, 2024. A motion was made by Don Steward to approve the minutes as presented. A second of the motion to approve was made by Danny Garnett. Roll call vote: ALL AYES. The motion carried unanimously.

Next item presented was an amendment to council procedure, which was discussed in the work session. This would amend the existing council procedure to have a set 5 p.m. council meeting start time, with work sessions to be need based, and announced with the Direct Meeting Notification on the Friday before Council Meeting. Keith Clay made a motion to approve, Danny Garnett provided a second. Roll Call Vote was ALL AYES. The mayor declared the motion carried, and the Council meetings would be the second and fourth Tuesday at 5:00 p.m. going forward.

A Resolution was presented for the Police Department to enter into an agreement with Alabama Department of Economic and Community Affairs, Alabama Surplus Property Division to be able to get surplus equipment for the Dept. at little or no cost. It was an organization the Department had previously partnered with, and somehow did not get renewed. Don Steward made a motion to approve the agreement, Joseph Hutchins provided a second. Roll Call Vote was ALL AYES. The motion carried

A resolution was presented for an agreement with Alabama Power for security cameras. Joseph Hutchins made a motion to approve, Danny Garnett provided a second. The Roll Call Vote was ALL AYES. The motion carried.

Next was a Resolution to accept a property donation of a piece of property at 6388 Highway 77 approximately 60’x 200’ from Vista Builders LLC. Don Steward made a motion to approve the Resolution. Keith Clay provided the second. Roll Call Vote was ALL AYES. The motion carried.

Resident Brandon Sewell, whose family currently has a lease on land adjacent to the Hood Road Park Complex asked when the council would vote on final approval of the park’s master plan. He would like to continue his lease until the land is involved in the park process. Traditionally the lease has run from April through March, the council decided due to it’s proximity to a potential part of the park, the lease should run from March through December for 2024.

Resident Bill Seymour asked about the status of updating the audio system in council chambers. Chief Buckner responded with the information about 2 quotes given and specifics of them. There was discussion of getting a 3rd quote, and the probability of putting this on the next council agenda

Parks and Recreation Director, Michael Weldon addressed the Council, and stated he had received a phone call from Hunter Hayes with the Neely Henry Tuesday-Wednesday Evening Fishing Tournaments, which have been around for 30 years, and have previously used the Gadsden City Docks for their tournament base. Director Weldon stated that they would be willing to relocate to Southside Landing for one of those 2 nights for 30 straight weeks, in return for a $500.00 sponsorship toward their Classic at the end of the season. This would be a new revenue source for the city. Don Steward made a motion to approve the sponsorship, the motion was seconded by Danny Garnett. The Roll Call Vote was ALL AYES. The motion carried.

Chief Jarrett Williams addressed the Council and thanked them and the public for their support of the City of Southside P.D. and to also thank the officers and personnel of the City of Southside Police Dept. for their hard work and dedication.

Mayor Snyder made the following announcements:

Planning Commission is scheduled to meet March 11, 2024 at 6:00 p.m. in Council Chambers

The next Council Meeting is now scheduled for March 26, 2024 at 5:00 p.m. in Council Chambers.
The 2024 paving project is slated to begin next week, possibly as soon as Monday. The Mayor will update everyone on the schedule as soon as it is given to her.

With no other business to discuss the mayor asked if there was a motion to dismiss. Keith Clay made a motion to dismiss, Joseph Hutchins provided a second. The meeting was adjourned at 5:02 p.m.
