CITY OF SOUTHSIDE
COUNTY OF ETOWAH
STATE OF ALABAMA

The City Council of the City of Southside convened in regular public session at the Southside city hall on Tuesday, September 12, 2023. Prior notice of this meeting was given in compliance with Resolution No. 0-035-2005 of the City of Southside, Alabama and the Alabama Open Meetings Act. Mayor Dana Snyder called the meeting to order at 4:00 p.m., with Genny Ball leading in prayer.

The following council members were present: Mayor Dana Snyder, Council Members: Joseph Hutchins, John Hatley, Keith Clay and Genny Ball. Don Steward was not in attendance. With a quorum being present, the meeting was opened for the transaction of business. The council recessed to the work session at 4:01 p.m., and reconvened the council meeting at 4:20 p.m.

Mayor Snyder inquired of the council if there were any corrections or additions to the council minutes from the meeting held on August 22, 2023. A motion was made by Joseph Hutchins to approve the minutes as presented. A second of the motion to approve was made by Genny Ball. Roll call vote: All ayes. The mayor declared the motion carried unanimously.

The first item of business was a proposal for cameras and access control for the New Fire Station One, in the amount of $19,948.97 plus monthly monitoring costs of $56.70. These were discussed at the work session. This would be the same system currently in use at City Hall. Finance Director, Nickie Pylant suggested that this item be funded through the ARPA fund. A motion to approve this resolution and use ARPA funds was made by Joseph Hutchins, a second to the motion was made by Keith Clay. Roll Call Vote: K. Clay: YES, J. Hatley: YES, J. Hutchins: YES, G. Ball: YES, Mayor Snyder: YES. The mayor declared the motion carried unanimously.

The next item of business was a resolution to accept a bid on a 2023 GMC 1500 Sierra 4 WD pick-up truck for a Police Department Vehicle. This was discussed in the work session. Bids were opened on Monday, September 11, 2023. The bid was awarded to Howard Bentley Buick/GMC in the amount of $54,695.00. Joseph Hutchins made a motion to approve the Resolution. A second was provided by Genny Ball. Roll Call Vote: K. Clay: YES, J. Hatley: YES, J. Hutchins; YES, G. Ball: YES, Mayor Snyder: YES. The mayor declared the motion carried unanimously.

Last on the agenda were recommended amendments to the FY 2022-2023 special funds, it was decided in the work session to put these off until the next regular meeting.

The following residents were recognized by the mayor at the end of the meeting:

Danny Garnett, Oliver Kaiser, Pam Weeks, Debbie Garnett, Kari Wineman, Chris Day, Terry Dunn, Becky Simpson, David Smith and Amy Ragsdale. Various questions were asked and answered by Mayor Dana Snyder, the city council, and city attorney, Richard Rhea.

The following announcements were made by Mayor Snyder:

• The next Planning Commission meeting is scheduled for October 9, 2023 beginning at 6:00 p.m. in the council chambers at Southside City Hall.
• The next City Council meeting will be held September 26, 2023. in the council chambers at Southside City Hall immediately following the 4:00 p.m. work session.

With there being no further business to discuss, a motion was made by Joseph Hutchins to adjourn at 4:52 p.m., with a second of the motion cast by Genny Ball. The Meeting was b adjourned at 4:53 p.m.
