The City Council of the City of Southside convened in regular public session in Council Chambers at The City of Southside City Hall on Tuesday, October 24, 2023. Prior notice of this meeting was given in compliance with Resolution No. 0-035-2005 of the City of Southside, Alabama and the Alabama Open Meetings Act. Mayor Dana Snyder called the meeting to order at 4:00 p.m., with John Hatley leading in prayer.
The following council members were present: Mayor Dana Snyder, Council Members: Joseph Hutchins, John Hatley, Keith Clay and Don Steward. With a quorum being present, the meeting was opened for the transaction of business. The council recessed to the work session at 4:02 p.m., and reconvened the council meeting at 4:39 p.m.
Mayor Snyder inquired of the council if there were any corrections or additions to the minutes from the regular council meeting held on October 10, 2023. A motion was made by Don Steward to approve the minutes as presented. A second of the motion to approve was made by Joseph Hutchins. Roll call vote: All ayes. The mayor declared the motion carried unanimously.
The first item of business was a Resolution to approve the travel request for Revenue Officer, Macy Winningham to attend the Alabama Municipal Revenue Officers Association winter conference in Auburn AL Dec. 7-9. Joseph Hutchins seconded the motion. Roll Call vote: all ayes, the mayor declared the motion carried.
The next item on the agenda was a Resolution approving acting City Clerk, Cindy Beshears to attend the 2023 Municipal Clerk’s Winter Conference in Orange Beach. A motion to approve was made by Keith Clay. The second was made by John Hatley. The Roll Call Vote was all ayes.
The mayor declared the motion carried.
The mayor presented a motion to approve Chief of Police, Jarrett Williams to attend a Grant Writing Workshop October 26-27 at the Birmingham Police Academy. The motion to approve was made by John Hatley. Joseph Hutchins seconded the motion. The Roll Call vote was all ayes. Mayor Snyder declared the motion carried.
Mayor Snyder presented a resolution to approve Chief Williams to apply for the Alabama Grant from the Edward Byrne Memorial JAG Fund to purchase a 2024 Dodge Durango off the State Bid List to replace a 2016 Dodge Charger currently in the Police Dept. Fleet. A motion to approve was made by John Hatley, the second was provided by Joseph Hutchins. Roll Call Vote was all ayes. The mayor declared the motion carried.
Next on the agenda was a resolution to approve Chief Williams to attend the Alabama Association of Chiefs of Police Certified Law Enforcement Executive Training November 2-3 in Florence, AL. The motion to approve was made by Don Steward. The second was provided by John Hatley. The Roll Call Vote was all ayes. Mayor Snyder declared the motion carried.
The next agenda item was added to the agenda during the work session held prior to the Council meeting. The Mayor and Chief Williams presented a hiring incentive for hiring laterally-ranked Police Officers of $2500.00 after one year of employment, contingent on signing a contract to remain employed by the City of Southside Police Department for a period of 24 months, or the bonus would be repaid to the city. There was also a night-shift differential of .50 per hour for the officers assigned to night shift included in the proposal. The motion to approve this proposal was made by Joseph Hutchins, and it was seconded by Keith Clay. The Roll Call Vote was all ayes. The mayor declared the motion carried.
The next item was also added to the agenda during the council work session. Finance Director Nickie Pylant presented an opportunity to move an existing C.D with an interest rate of .15% to a new C.D. with a higher yield at Metro Bank. Director Pylant explained that the options are an 8-month C.D. at a rate of 4.75%, or an 11-month C.D. at a rate of 5.25. The mayor asked the council which duration they preferred. All were in favor of the 11-month option. A motion to approve was made by Keith Clay. The second was provided by Joseph Hutchins. Roll Call Vote was all ayes. The mayor declared the motion carried.
The last item of business on the agenda was the Council’s decision on the procedure to fill the Council Seat vacated by the Resignation of Councilwoman Genny Ball on September 28. This was discussed in the work session on October 10, and the procedure was decided on in the October 24 work session. The council made the decision to accept resumes of residents interested in filling the vacancy and conducting interviews in the next council work session with a council vote in the Council Meeting that follows, to be held on November 14, 2023. Mayor Snyder stated that there were already 3 residents submitted as nominations: Danny Garnett, Shane Hamm, and Angie Pierce. Mayor Snyder stated that the City Council and Mayor would be conducting the interviews.
With no more business left to conduct, a motion was made by Joseph Hutchins to adjourn, with a second made by Keith Clay. The mayor declared the meeting adjourned at 4:54 P.M.
- The next Planning Commission meeting is scheduled for November 13, 2023 beginning at 6:00 p.m. in the council chambers at Southside City Hall.
- The next City Council meeting will be held November 14, 2023. in the council chambers at Southside City Hall immediately following the 4:00 p.m. work session.
